Kallang Alive Across the Basin: Open Now, Announced Only, and the Event-Day Trade-off for Tanjong Rhu Road

By Davis Ng · · Updated

Buy on Tanjong Rhu Road and your nearest large neighbour, across the Kallang Basin, is the national sports district now branded The Kallang, with the wider Kallang Alive precinct being built out around it. For a buyer that raises one practical question: how much of this is already usable, how much is only announced, and what does living opposite a busy events venue actually involve? This piece sorts the Kallang Alive plans into those three buckets, using official sources only.

The development in question is the Tanjong Rhu Road Government Land Sales site, awarded by URA on 10 February 2026 to CDL Constellation Pte. Ltd. and Bedrock Ventures Pte. Ltd. for S$709,252,000. Its project name, unit mix, pricing, showflat date and TOP are all still to be announced. This is an independent resource and is not affiliated with other existing projects in the Tanjong Rhu area.

Bucket one: open and usable today

These are facilities that exist now, so they can fairly be counted as part of the neighbourhood you would be buying into.

FacilityWhat the operator or agency statesBuyer relevance
National Stadium55,000 capacity, retractable roof, hosts sport, concerts and national eventsThe single biggest source of both amenity and crowds across the basin
Kallang Tennis Hub7 indoor courts, 12 full-sized and 2 junior outdoor courts; opened to the public in phases from 15 April 2024Bookable community courts, not just an elite venue
Kallang Football Hub1 natural pitch, 3 artificial-turf pitches and 3 futsal courts; completed alongside the Tennis Hub in 2024Mainly a national training centre, with community play spaces
Kallang Wave MallEnhancement works from May 2026, completion expected in 2028; the mall stays open during the worksEveryday retail stays available, but expect phased works until 2028

Bucket two: announced, but without a completion date

At the National Day Rally 2024, the Prime Minister set out the next layer of Kallang plans:

  • a new indoor arena with a capacity of 18,000, larger than the current indoor stadium;
  • moving the Singapore Sports School to Kallang from Woodlands;
  • bringing national training centres for several sports together in the precinct; and
  • turning a main road into a pedestrianised boulevard with sport for all levels.

No completion year was given for any of these. The speech described them as major investments that will take decades to bear fruit. Earlier, in 2022, the culture ministry described Kallang Alive as an 89-hectare precinct, about 2.5 times the 35-hectare Sports Hub, with a stated target of completion by 2030. Read that 2030 figure as a target set in 2022, not a delivery date for any single facility. None of these projects should be priced into a purchase decision as if it were already open.

Bucket three: the part brochures leave out

A national venue brings activity with it. The Kallang reports more than 4,000 event days and more than nine million visitors since Sport Singapore took over the Sports Hub in December 2022. Some buyers will see that as a perk. Others will worry about crowds, road traffic and late finishes on event nights. Both views are reasonable. Which one applies to you depends on things that are not yet public for Tanjong Rhu Road:

  • Stack orientation. Which blocks and stacks face the basin and the stadium, and which face inland, will only be known from the official site plan.
  • Floor level and outlook. CDL's Q1 2026 update describes a proposal for around 518 apartments across three 26-storey towers, subject to approvals. How the views change by floor is something to check against floor plates once they are released, not a render.
  • Construction overlap. The mall works run to 2028, and the undated arena and Sports School projects will add further building phases across the water during the early years of any new development here.

A four-step check for launch day

  1. When the site plan is released, mark which stacks look toward the stadium and which look away. Our floor plans page will carry the official layouts once CDL publishes them.
  2. Choose between the amenity-facing and quieter stacks on purpose, then compare how the price list treats each group. The price page stays unannounced until the developer publishes its own figures.
  3. Walk the basin edge on an event evening before your preview slot, so your judgement comes from what you see and hear rather than marketing copy. Preview registration is on the showflat page.
  4. Do not count bucket-two facilities as delivered. Value the neighbourhood on bucket one alone, and treat anything extra as a bonus.
