Kallang Distripark's New Waterfront Homes Plan: What It Means for Tanjong Rhu Road Buyers
In August, the Kallang Distripark rezoning was only a planning proposal. On 16 October 2026 a developer signed up for part of the land. Bukit Sembawang Estates announced a conditional agreement to buy about 51,000 square metres of Kallang Distripark from Tropical Warehousing, for a condominium with shops on the first storey, a 2-hectare public park and a 15-metre-wide waterfront promenade. If you are thinking about Tanjong Rhu Road, two things matter: when those homes could arrive compared with ours, and what the river plans add to the area around you.
How the plan has moved since August
| Date | What happened | What it settles |
|---|---|---|
| 14 August 2026 | URA gazetted proposals to rezone land at Geylang Bahru/Kallang Bahru. Part would become Residential with Commercial at 1st Storey (plot ratio 3.0) plus Park, another part Residential (plot ratio 2.8), and the rest Road, Utility and a Reserve Site. | The intended mix of homes, park and roads. These were proposals, open for objections until 12 September 2026. |
| 16 October 2026 | Bukit Sembawang's subsidiaries signed a conditional put and call option for about 51,000 sqm of the site, including a residential plot of about 24,902 sqm with a permitted gross floor area of about 74,707 sqm at a plot ratio of 3, subject to approvals. | Who intends to build the leasehold mixed-use plot, and that the park, promenade and roads are part of the deal. |
| Not yet announced | Final approval of the rezoning, planning permission, project name, unit count, launch date and completion date. | Contact us for updates as they are released. |
The conditions still to be met
The agreement only becomes a firm sale once several steps are done. The filing lists them:
- written approval from the head lessor for the sale;
- provisional permission under the Planning Act for the development, on terms the buyer accepts;
- SGX clearance of the shareholder circular, then shareholder approval at an extraordinary general meeting;
- in-principle approval from the Singapore Land Authority for a fresh 99-year lease in exchange for the existing one.
Either side can walk away if these are not met within six months of 16 October 2026, unless both agree to extend. Completing the purchase also needs URA's written permission for the development. So Kallang Distripark has a named buyer, but no approved scheme yet.
Timing: Tanjong Rhu Road is further ahead
The Tanjong Rhu Road site has already gone through every one of those steps. URA awarded it on 10 February 2026 to CDL Constellation Pte. Ltd. and Bedrock Ventures Pte. Ltd. CDL's planned scheme is 515 homes in three 26-storey towers on a 99-year lease, with completion estimated for 2030. Kallang Distripark has not announced a unit count or completion date, and the rest of the site has no announced developer.
For a buyer, this means the Tanjong Rhu Road homes are likely to reach the market first. Any new homes at Kallang Distripark would follow later, on a timeline that has not been announced. Pricing for Tanjong Rhu Road has not been released; our price page will carry the developer's figures when they are published.
What the river plans add around you
Kallang Distripark is its own neighbourhood, on the south side of Kallang Bahru between the Kallang River and Pelton Canal. The filing names Geylang Bahru and Kallang MRT stations as its nearest stations. It does not sit on Tanjong Rhu Road, and it will not change the outlook, entrances or layouts of the Tanjong Rhu Road towers.
The wider link is the river itself. URA's Kallang River plan describes the downriver stretch as an active three-kilometre waterfront with upcoming neighbourhoods. It also plans more amenities, crossings and riverside promenades as new developments are built. The Distripark park and promenade are one piece of that plan. What it does not yet say is how a walking or cycling route would link them to Tanjong Rhu, so treat any such connection as unannounced. Our location guide covers what is already open near the Tanjong Rhu Road site.
Three things to check before you commit
- Your timeline. If you want a home ready around 2030, Tanjong Rhu Road is the project with a stated completion estimate. Kallang Distripark has none yet.
- Your view. Views over the basin depend on which stack you choose, and stacks will only be known once the floor plans and site plan are released.
- Your neighbourhood. Walk both waterfronts before preview day and judge them on what exists today. Preview dates will be posted on the showflat page.
