Tanjong Rhu Road After the Award: 515 Homes, Three 26-Storey Towers and a 2030 Completion Estimate
URA awarded the Tanjong Rhu Road residential site on 10 February 2026. Since then, the developer has published its own plan for the land: 515 homes in three 26-storey towers, with completion estimated for 2030. If you are deciding whether to wait for this launch, this page sets out what is now fixed about the project's size and timing and what CDL has not yet announced.
The short answer
- Homes planned: 515 units, according to City Developments Limited (CDL)'s 1H 2026 results release of 13 August 2026 and its residential portfolio (information as at 19 June 2026).
- Building form: three 26-storey towers, according to the same CDL release.
- Estimated completion: 2030, as listed in CDL's residential portfolio. This is the developer's estimate, not a legal completion date. The sales contract will set that date.
- Tenure: 99-year leasehold.
- Not announced yet: the project name, unit mix, unit sizes, prices, showflat opening and sales launch date.
How the unit count changed
When URA launched the tender on 26 November 2025, it estimated that the site could yield about 525 homes. URA also noted that the developer's final number may differ. CDL's plan now stands at 515 homes, so if you have seen a figure of about 525 elsewhere, it is URA's pre-tender estimate. The developer's plan replaces it.
| Stage | Homes | Who said it |
|---|---|---|
| Tender launch, 26 Nov 2025 | About 525 (estimate) | URA |
| Developer plan, June to August 2026 | 515 in three 26-storey towers | CDL |
| Sales launch | Final unit mix not announced | Developer, at launch |
Even 515 is a planned figure until the developer publishes the official unit mix with its floor plans. The floor plans page will show the layouts and sizes once they are released.
The land terms behind the plan
| Item | Detail |
|---|---|
| Site area | 12,239.3 m² (about 1.22 ha) |
| Maximum gross floor area | 45,286 m², which works out to a plot ratio of about 3.7 |
| Zoning | Residential |
| Height control in the tender | 95 m to 100 m above Singapore Height Datum |
| Childcare requirement | At least 500 m² of gross floor area for a childcare centre |
| Lease | 99 years |
| Awarded to | CDL Constellation Pte. Ltd. and Bedrock Ventures Pte. Ltd., on 10 February 2026 |
| Land price | S$709,252,000, or S$15,661.62 per m² of GFA (about S$1,455 psf ppr) |
| CDL's share | 90% equity stake, per CDL |
The childcare requirement is useful if you have young children: the tender conditions require the development to include a childcare centre. The operator, the location within the development and the opening date have not been announced.
How close the bidding was
URA received five bids when the tender closed on 5 February 2026. The winning bid was about 2.5% above the second-highest offer of S$691,888,000 and about 18% above the lowest offer of S$601,998,000. The land price is a cost the developer has already paid. It does not tell you the selling price, which CDL has not set. The price page will carry the developer's price list once it is published.
What to do if you are timing a purchase
- Plan around a 2030 completion estimate. If you are selling a current home or need a place to live sooner, compare that horizon with your own timing. Use the completion date in the sales contract for any firm plan.
- Expect three towers of the same height. With three 26-storey blocks, the facing and the view from a given stack will matter more than height alone. Check each stack once the site plan is released.
- Wait for the official unit mix before shortlisting. The split between bedroom types will decide how many homes suit your needs, and it has not been released.
- Register for the preview. The showflat page will list the viewing dates once the developer announces them.
